It is possible to contour bulging like yours through small hairline incision. If your forehead seem to be too high, lowering of the hairline is also possible in the same surgery. In person evaluation is recommended. Good luck.

Thanks for the questions, yes, forehead can be contoured during forehead lift. although in you case it is hard to say based on these pictures. 

Yes there are different implants that can be used to add permanent volume in areas where it is needed. It is also possible to sculpt the forehead by removing small amounts of bone. 

The bone of the forehead can be shaped but fat removal is not possible. Bone reduction/reshaping is more hen enough to reshape most foreheads.

It is difficult to clearly evaluate your forehead with these pictures but it appears that you have fullness above the brows which can be reduced with orbital bony contouring. If you have a large forehead this can simultaneously be reduced using the Irregular Trichophytjc Hairline Incision technique that I described many years ago.
