Is it possible to remove hard lump on forehead caused by bumping head, how much does it cost and the risks?

I strongly bumped my forehead (right above the right eyebrow) 3 years ago and a hard dime sized lump formed in its place. I consulted a doctor about it and he explained to me that I fractured my that part of my forehead and the bone got thicker as it healed. It was also explained to me that it can be removed, but shaving it off will cause the same effect after a while because bone thickens when it heals. Is this true?
