The CoolSculpting has to be able to draw tissue into the applicator. The Mons Pubis area doesn't have a roll that allows for this. If there is an area just above this then that is potentially appropriate. Please see Board Certified Plastic Surgeon regarding this area and procedures that could be performed that are the most appropriate.
I strongly urge you to avoid coolsculpting of the mons pubis. The instrumentation would not allow this area to be sculpted appropriately. In order for the cooling to take place the fat must be sucked into a "paddle" of sorts and this would not be good for this area. Liposuction is a great option and you should make a consultation with a board certified plastic surgeon who is experienced in both techniques..
Standard lipo is best for the mons. Any removal of fat from the labia majora risks the appearance of deflated skin as that skin does not shrink well.
