If you want the procedure done by a qualified surgeon you cannot, at least not in the US. And I do not recommend traveling to get cheap plastic surgery. There was just a young lady who died in a foreign country having liposuction by an unqualified "surgeon". It would be safer to save your money and have it done properly rather then put your life at risk.in addition, there were three women who developed severe infections in 2012 when their liposuction was done at a medical spa.
The photograph is not particularly revealing but it looks as though you'd benefit more from and abdominoplasty. In any event I don't think you can get liposuction of the abdomen for less than $1000.

Be wary because anyone who is willing to work for this amount of money, less an what an electrician would charge for the same time frame with no overhead, is either untrained or will give you exactly what you pay for, which isn't much. Medical tourism is not an answer as the airfare and hotel costs are more than what you want to spend in total. I would recommend a good diet as this is the most cost effective way of addressing your issue.
The cost to the surgeon significantly exceeds $1000, therefore the patient cost is obviously more. If you shop based on price alone, you will be significantly disappointed with your result.
