Of course, you should be assessed for a Horner's syndrome but these are not that common.  It is much more likely that you have acquired ptosis due to levator disninsertion with a compensatory eyebrow elevation.  Treatment will depend on your precise finding but generally it involves eyelid surgery.  It is very unlikely to be related to the tingling sensation you have in your cheek.  There is no substitute for a detailed personal assessment.

Start with your primary care physician who will likely refer you to a neurologist to rule out the possibility of Horner's syndrome. a board certified ophthalmologist can also help you determine the cause.

Hello camsanchez,It is very hard to tell from that picture but appears that you might have ptosis (droop) of your right upper eyelid. There are many causes for this. Because of you tingling sensation, it might be worth visiting an expert oculoplastic surgeon to see the cause. The solution is quite simple and can be discussed at that meeting.
