Viviscal has been available for over 10 years.  Like many non FDA approved supplements, most effectiveness is anecdotal, and not subject to controlled clinical trials to show efficacy vs a placebo. If this is the only thing you are using for hair loss, it will probably progress.  You should weigh the cost of this vs other FDA approved treatments. 

This medication has minoxidil in it and it will work similar to minoxidil. Great hair growth is highly improbable.
