I have severe gastroparesis and have had severe weight loss due to it. Because of this I have a painful scar on my chest from having a port removed emergently. I also would like to look and feel more feminine since I really have very small breasts that I don't fit into most women's clothing to the point that a bra is useless for me. I feel like I look like a boy and that isn't so great. I feel like I have no attractive quality anymore.

I'm sorry to hear of your health issues.  Plastic surgery that is elective is not available pro bono.  You can look into plastic surgery residency programs in your area who may offer surgery at a lower cost.  Before you consider any procedure you will want to speak with the doctor who treats your gastroparesis to get medical clearance.
