Would 1300cc per cheek still give me that natural look? I'm 5'9 and 218 pounds. (photos)

Thank you for your question. You can achieve noticeable results with 1,300cc of fat. I would suggest to be treated by board certificated plastic surgeon with experience in this procedure, to get the best desired results.

A good result is determined by the quality of the fat transferred and the technique and location of the fat placement. There are limits to what can be injected and this depends upon the availability of fat and how  much will be able to be injected at any one time. But yes, in my experience patients lose about 30-40% of the initial volume ( which includes the swelling).

Hello and thank you for the question. The Brazilian butt lift has become one of the most popular procedures today. The procedure is a combination of liposuction and fat transfer. The surgery is done under full anesthesia, and takes about 2+ hours to complete. Most patients will need a week off of work and about 1-2 months before you resume exercise. 
The success depends both you and the plastic surgeon. Your underlying health, available fat, skin tightness and elasticity, and the size / shape of your buttocks will affect the quality of the outcome. The plastic surgeon's skills, experience and judgement in this procedure will also be key factors in the quality of your outcome. Remember that some of the fat that is transferred does not survive. Typically about 70% of the fat lasts long term.
Your pics show some skin laxity of the tummy area. If you are considering having that liposuctioned, you may want to think about a tummy tuck instead. The loose skin will not improve and likely get worse after liposuction.
