Vertical neck folds at 32 - would this qualify for a neck lift? (Photo)

I have multiple vertical folds on my neck that are really pronounced and show the loss of elasticity across my whole upper neck. This is partially genetic as my mum had similar, but I imagine also sun damage. Would this qualify for a neck lift? Is there any treatment other than neck lift that would be effective, I tried Ultherapy with no change.

Don't worry - for the most part microneedling does not cause fat loss, and radiofrequency needling can but only when placed very deep - and even then not much of it.
