Can I fix lip asymmetry, hard bump and scar with surgery? (photos)

When I was 18 (now 20) I busted my lip open and it healed on its own, but left a scar and hard bump in the lip. It’s visibly noticeable when I smile and I can feel it with my tongue. Would I be able to fix this with surgery? If so how much would it cost?
