Prominent forehead reduction for bald people?

Forehead reduction of the entire forehead? This is not possible. Your brain is on the other side of your four head and if it is thin and it can easily lead to a fractured skull etc.

If you're talking about reducing the size of the forehead, this cannot be done in a bald person. If you want to change the contour of the forehead this can be done if the bone is thick enough (not likely), but the incisions will still be seen.

It is unlikely you are a candidate for a surgical lowering of your hairline if you have an ongoing balding condition.
