I can only grow facial hair in areas on my face that isn't a little red from rosacea. So I'm wondering, if I have a beard transplant surgery, will the inflammation caused by the rosacea inhibit the facial hair from taking root or what have you

Answer: Having a skin condition such as rosacea should not affect the result of your hair transplant surgery.
To develop redness a few weeks after transplant is mildly concerning, since from what you described I don't think it's from the exposure to sunlight since you were outside so little. Contact your doctor about a possible infection or other issue, since this doesn't seem like typical...
The cost of hair transplant surgery differs from doctor to doctor / from clinic to clinic. It is best you see different doctors. It may be a few hundred to a few thousand dollars. There may also be a minimum fee associate with surgery.
