I would like to debulck my lip and have a defined Philtrum dimple created, anyone know how to do this?

To answer this question, one needs more photos of not only your lips but lips and face. It truly would be best to be seen in person; feel the tissues, look at your teeth and gums, evaluate your upper jaw ( maxilla), what is your bite like, look at the upper to lower lip ratio etc. For example: a protruding upper lip could be solely due to and over jet of your maxillary teeth, The teeth are push out not down to meet the lower teeth.Things you are asking about can be done, but they are done all in relationship to the rest of your face and mouth.Good LuckStephen M.
