Judging from your photo, which is out of focus and too small, it appears that you need an upper lid blepharoplasty to eliminate the excess skin. This is one of the most common procedures performed by plastic surgeons and can be performed under local anesthesia. This procedure uniformly gives a great result, and you should be pleased with the result. Ask your plastic surgeon for pre and post-operative photos to view.Sutures stay in for about 5 days, and the recovery is basically placing ice soaks on your eyes for a day or so to minimize swelling. You can get some bruising, but it's generally not bad with the upper eyelids.Thank you for your question and photos, and good luck.
A full set of facial photographs at rest and upon animation are required to make a determination about how to proceed with a blepharoplasty procedure. From your photo you would be a good candidate for a browlift which would elevate your eyebrows which is what you need.

If you're against surgery at all costs, laser will tighten the skin for some time and is easy to do and recover from. Otherwise manually elevate your brow and if its not giving you the deer in the headlight look and you like how your lids are better creased and your eyes more alert looking, ...
There are several options. Leave invasive and most predictable would be filler injection in upper eyelids. Fat injection is another option but less predictable. Another more invasive option would be orbital implant to push the eyeball forward but doubt that is what you need. Consultation necessary.
