Is it normal after tummy tuck for vagina to be black and blue?

Without knowing exactly what you had done or a photo, it is very difficult to answer your question. It is not uncommon to get bruising ans swelling of the labia majora (the outer part of the genitalia), especially if liposuction of the mons pubis was performed at the same time.  You should still contact your plastic surgeon and express your concerns, as this could also be from a hematoma.  Therefore, call your doctor and go see them if necessary to rule out something more concerning.  It's always better to be safe than sorry. 

It is common for labia in women and the scrotum in males to become bruised, black and blue, after a tummy tuck. The simple explanation is that even a few drops of deep blood move down fascial planes with gravity and lymphatic flow to this area. It will resolve in most cases rather promptly.
