Hi, I’m 60. I am NOT trying to be 20 but I’ve developed this roll of skin under my breasts which bothers me greatly because 1-I still work out & like to wear nice things & the roll can show through clothes 2-It makes me less confident in my intimate relationship 3-It sticks out of sports bra & gets all sweaty but the biggest reason is no matter what bra I have tried it rubs against it, chafes & makes me very miserable. It is mostly skin (not fat) what can I do? Thank you!

Thank you for your question regarding the role of skin under your breast. That makes you miserable. By examining your photos, it looks like you are correct. This is mostly a skin issue. This can be addressed with a reverse tummy tuck where incisions are made under the breast, we dissect down the abdomen, and pull up any excess skin. The incision hides nicely in the inframammary fold of the breast. This will tighten the entire upper abdomen. I think you could greatly benefit from this reverse tummy tuck. I recommend standard abdominoplasty with liposuction and muscle tightening to remove extra anterior abdominal skin and soft tissue and optimize muscle position. 
I would advise avoiding reverse abdominoplasty procedures (placing scar in the breast crease and cleavage area). The scars are rarely high quality, can distort your breasts, and often influence the clothing you wear.

Begin by visiting with a board certified plastic surgeon near you for an evaluation.  Depending if it's excess fat, skin, or both will determine the best procedure.  If it's fat you can consider liposuction.  Because it is a small area you may be able to do this under local anesthesia.  If it's skin you can consider excision with a tummy tuck.  If it's a combination you may be a candidate for BodyTite.  This is a minimally invasive procedure that uses RF technology to tighten skin.  Fat can be removed as well.  It does not require general anesthesia either.  I've included a video that I hope you find helpful.

Good job on maintaining your figure at 60. If you have good skin tone and none or a few stretch marks, then liposuction will correct the issue. Otherwise you may additionally need a reverse tummy tuck to tighten the skin in the area.
