Please help me? I need a procedure recommended to fix my horrid leg/bum! (Photo)

I’m 28 yrs old and can barely look in the mirror. I’ve never had any kids or any extreme weight loss. The rest of my body is nice and taken care of but my right leg looks horrible!! I don’t know where to even begin or what my options would be. I can’t go to the beach or wear shorts, it really is horrible. I want something to help tighten and smooth the area.
