I had an FUE hair transplant 8.5 months ago,I still have some stubble hairs 1-2mm long that dont seem to grow.I am worried.

I am 8.5 months post FUE, my right side of my hairline is good but left side still has some stubble short hairs 1-2mm long that dont seem to grow even after waiting for months,I tried pulling one of these stubble hairs and they came out very easily,will new hairs grow in place of these stubble hairs or are these the grafts that didnot take up?I am really worried.are these stubble short hairs the failed grafts?
