Would filler to my cheeks lift my saggy skin even if it's due to loose facial muscles?

You have a few options and since you are young you probably do not need much. I like to use Voluma for the cheeks to bring back lost volume to the area. Starting with 1 syringe for each side and adding overtime if necessary until you achieve the look you are going after. Ultherapy is also a nice treatment for skin tightening. Using both HA fillers and Ultherapy in conjunction with one another can give a nice result.

I am not clear as why you think the muscles are loose. Sometimes we see more volume around jow line and most is excess fat tissues.
There are may options available. A photo could be very helpful and would allow me to be more specific. Anyway, there are 3 main categories:
a) Filler in cheek area, would lift up the saggy skin in some degrees.
b) fillers in midface and lower face can improve the contouring and improve the look even though may not directly affect the saggy area.
c) collagen Induction therapy, there are different treatments available, (PRP, Microneedling, laser, RF, and home treatment)

Midface can appear saggy from volume loss, and this can be due to bony recession and soft tissue depletion, and that accounts for your saggy skin. 
Treatment would be to volumise your midface. Your options include hyaluronic acid filler, collagen stimulators and fat grafting.
Hyaluronic acid fillers have the strongest evidence for safety and efficacy, with several level 1 evidence studies conducted. Of which, Voluma is FDA approved for the midface, with longevity of 18 months on average.
Collagen stimulators, for example radiesse, sculptra take time to achieve peak results and possess mainly level 2 evidence to support its use.
Fat grating is a surgical measure, but is operator dependent.
For a straightforward treatment, I would suggest going with hyaluronic acid fillers. 2 weeks after volumisation, if you still notice saggy skin, then you may opt for midface thread lift to give your face the extra bit of lift.

I suspect the skin laxity you are seeing is probably related collagen, elastin and possibly fat loss in the face. All three help provide structure and support to the skin. I would probably consider a collagen stimulating filler like Scultra to adding volume to the midface and to lift the face. 

Hello.  I highly doubt that you have web facial muscles in your 30's.  It is most likely weaker skin collagen and elastin as well as a little volume loss that contribute to your face sagging.

Thank you for your question. Dermal fillers at the cheeks area are often placed deep just on top of the bone lifting tissue above, which may include muscles. Micro-needling with PRP, radio-frequency and/or Clear Lift treatments will help with skin tightening by stimulating collagen production.
