Yes it is possible but there are limitations of what filler can do. More details can be found in following link. Filler can be injected in superior upper eyelid sulcus and/or brows.

You are correct in that upper eye lid fillers tackle a different location than the true upper brow. Upper eye lid fillers are placed at the inferior aspect & below the brow in those with hallowing in the area (genetically or iatrogenically.) The pictures above, especially the second, show prominent supraorbital ridges. The supraorbital ridge can be augmented much like the upper lids using various fillers. Care must be taken when placing filler in the suprabrow region due to important nerves and blood vessels near the temples and the midline. Using a micro-cannula for filler placement helps to limit injury to these important structures and helps to minimize bruising.
