Rhinoplasty excess tissue - Can this easily be removed? Or will it come back? Can my breathing get worse? (Photos)

I had rhinoplasty done 8 years ago abroad. Overall the appearance is ok. But since the third week I developed this band scar tissue which closed up my nostril. Can this easily be removed? Or will it come back? Can my breathing get worse? The nose became smaller, so my nose already a bit harder to breath. A surgeon told me he would not do revision because then the nose would get broader and bigger. He told me even a GP could remove this excess tissue. Would like some advice... Thanks
