Intermittent ptosis - is surgery a possibly?

Is surgery a good option for someone who has mild intermittent ptosis or does it need to be constantly present in order to operate? Also does it always make sense to operate on both eyes due to Herrings law or can you predict whether that's necessary pre-surgery?
