The eye area needs significant combinations to get improvement. Lasers like erbium, co2, halo, profractional/contour, or Fraxel can all be used to build collagen long term. Plasma pen is a newer less invasive option but will take many treatments and require proper skincare. Your concern with the lines under your eyes appears to be hypertrophy of the underlying orbicularis oculi muscle. Very low dose neurotoxin (e.g., Botox) could be placed to relax that muscle - somewhere around 2-3 units. It must be done very superficially to avoid affecting motion of the eyelid or extraocular muscles.
From the photo, it looks like the muscle that responsible of closing the eye ( orbicularis oculi muscle) is hypertrophic (increase in size ) . I don't think you have "eye bags" or protruding orbital fat .
At least from the photo provided, there appears to be what have been called "jelly rolls" (owing their projecting, round rim puffy appearance, which, in fact, is hypertrophy of the under eye muscles. If this is indeed so, then the injection of microdroplets of Botox into the belly of the muscle can release the static tension and diminish the bulging--which, in turn, can improve the appearance of the entire under-eye area. You would be wise to consult an experienced, board certified cosmetic dermatologist and best of luck.
