Vein treatment ''Given Needle''. Does anyone know where I can get this procedure done?

I have blue veins under my eyes ever since i can remember. I've been doing some research and ive found this new treatment called ''Given Needle''. which involves low voltage current delivered via an insulated micro needle with beveled tip. Does anyone know where I can get this procedure done?
