Dear Betty,From the photo you are showing it appears that you have an excess fold of skin which is occurring at your upper eyelid / lower eyebrow skin. For this amount of excess skin I will typically perform a laser resurfacing with an Erbium:YAG laser and use PRP (platelet rich plasma) topically to improve the healing time. From the photo you have shown I would not recommend a surgical procedure at this time as the laser resurfacing / tightening can do wonders for the thin skin around the eyelid. The downtime is about 1 week of significant red, 1 week of intense peak, then 1 week of lighter pink which will continue to fade over several weeks.
It is not uncommon to develop puffiness in the corner of the upper eyelids with aging but it can be hereditary as well. This puffiness is due to protruding fat and this issue can be addressed with surgery.
Your picture shows a small bump at the inner corner of the upper eyelid. The eye socket fat commonly prolapses forward at the inner corner of the upper lid & this can be successfully removed by a fat sculpting blepharoplasty.
Bags under the eyes can have many causes and yes, heredity is one of them. Other factors that influence the under eye area are: aging changes, sun and smoking exposure, Fluid retention allergies, less sleep and skin wrinkles. There are many treatments including Skincare, facial fillers, Blepharoplasty eyelid surgery and laser resurfacing or chemical peels. I would recommend a consultation with an eyelid specialist such as an oculoplastics surgeon.

The photo to my view suggests your upper lid incision is rather thick. It is not possible to assess the folds with the eyes semi-closed.Thick scars can happen and should subside in time.Creams, massage and other treatment often make the problem worse.Keep your hands and ointments off the upper...
It really depends on what you mean by "baby doll looking eyes" and your current anatomy and appearance of the eyelids. It would not be wise to change the eyes so they look unnatural, but for eyes that appear closed, angry or tired, there are several procedures to lift the brow, remove excess skin...
