I'm 20 years old my breast size is normal but nipples are very low.

Far more important than the technique is the skill and experience of your plastic surgeon. Generally speaking, if you are happy with the volume of your breasts but wish for a perkier appearance, a breast lift might be right for you. This procedure reshapes your breasts and can bring the nipple placement "higher". You might consider fat transfer or an implant if you wish for more volume. It is difficult to give an informed answer to your question without an exam or at least pictures of your condition.

If we make the assumption that you have classic ptosis, or drooping and low nipple position due to the shape and size of your breasts, then a breast lift can potentially be a way to raise the nipple height.

What you mean by "normal" breast size is also a consideration. 

If you do not have excess skin between your nipple and your breast fold, which may just be the way you developed, then you may not be as good a candidate for a conventional lift.

A qualified plastic surgeon will take your goals and anatomy into consideration and be able to recommend an appropriate plan after examining you.
