Do I need to have Botox around both of my eyes to treat crows feet?

Hi I want to get Botox around my eyes . I have no wrinkles in my forehead . I went to see an injector and said I need to do both to balance it out so the eyebrows don’t go up . Is this true ? Can’t I just treat what bothers me ?
