21months after vaser lipo is it possible to have fluid trapped under the skin? Can this be fixed? (Photos)

I had VASER liposuction 21 months ago. A few weeks after the procedure, my surgeon told me that it appeared I had some lymphatic fluid trapped under the skin. He recommended that I continue with lymphatic drainage massages and return for a follow-up in about 9 months. Unfortunately, I never went back, and the clinic never followed up with me. Since the surgery, my skin has never fully adhered to the underlying muscle. I continue to have pockets of loose tissue that become much more noticeable when I lean forward and let gravity pull the skin down (see attached photo). I also experience occasional itching in the area. Is it possible to determine whether this could still be trapped lymphatic fluid after this amount of time? If so, is it something that can still be treated or resolved? I am currently in the process of contacting my surgeon as well.
