Can something be done to reattach the lower eye lid to the corner and also lift the negative canthal look? (Photos)

7 months ago i had infra orbital implant. The surgeon who have done it did with incision in the corner of the eye( i dont know why). The implants were not custom made and were really too big but also very painful so i had them removed about a month after. 7 months have passed since i took them off and the results are reallt not good. I am left with really big scars, under eye discoloration which is suspected to be hemosiderin staining. It feels like and look like the undereye is still very swollen, but i also think its nerve damage since i feel it. But the most disturbing problem is the lower eye lid retraction in both corner of the eye. Im now left with a very sad and tired look all the time And small eye. Im now wondering if something can be done to reattach the lower eye lid to the corner and also lift the negative canthal look. Im also wondering if something can be done about the huge scars at the same time. I have attached photos of before and after. I can also travel anywhere in the world to fix this
