What do I do about under eye fIller gone wrong from 2 years ago? (Photos)

It is only getting worse after 2 years! I had Juvederm I hexed under my eyes two years ago. Immediately knew something was wrong as it looked like the filler was just sitting on top of my cheekbone. Dr assured me it would fill out but never did. Two years later it’s only getting worse and I don’t know how to fix it. They said it should dissolve a year later but these bags under my eyes are still here.
