I had a hair transplant 25 days ago with an experienced, reputable doctor who my dermatologist recommended. The recipient area has goosebumps (or a "cobblestone" look) on each of the graft sites, the area is pinkish (but slowly fading), and the skin feels rough like sandpaper. Is this temporary? My doctor said it was folliculitis and recommended T-Gel shampoo and applying bacitracin ointment. It hasn't helped b/c I'm unsure folliculitis is the problem. Is it scarring? Will it affect results?

You can get infections of hair follicles and see pimples. A few may be normal but if it is concerning you need to contact your doctor for a follow up.
You would need an examination before considering treatment options. Every case, every patient is different. Hair transplant surgery to the scar, scar revision surgery, or even Scalp MicroPigmentation are all options. You can see the VIDEO of how Scalp MicroPigmentation covered up this...
Finasteride will not affect your transplanted hairs. Finasteride will affect your non-transplanted hairs. All drugs have side effects. If you are concerned about taking the medication, speak with your doctor about it's risks and benefits.
