It is very difficult to remove hair transplant scars. You would need an examination by a doctor and an understanding of what is possible (or realistic).
FUE can cause scarring. It looks like you have a rather large punch size in removing your hairs. Also did you have hair removed from your forehead? If so why?? i have had a ton of success with scar revision surgery. I use a microFUE technique which might be able to help you when combined with growth factors to reduce scarring but it's hard to tell from the pictures you have sent. you need to be examined from close up to find out the cause for the scarring and if there is any thing that can be done to remove or soften it. Talk to a dermatologist in your area.
This is a real problem. I would have to examine you to determine what caused the scars, as the pictures are not adequate for me to make that determination. In the days prior to 1990, these types of scars were common and caused by large grafts. I had developed many ways to treat them and probably treated over 1000 such patients with various camouflaging techniques that I developed and published. Were these the old plug techniques that I see there? They look like it.

Congenital bald spot may be addressed with hair transplant surgery. However you would need an examination before this determination can be made.
Transgender hair transplant surgery should be of no issue while taking HRT or no HRT. Testosterone blockers may help but your genetic predisposition of male pattern hair loss will eventually manifest regardless of HRT.

You can't "feel" hairs growing. If you are feeling something, then it probably is something else. It may be a skin or scalp issue. It is always a good idea to follow up with your doctor for an exam.
