Scars/Incisions too high. Is there anything I can do to fix this? (Photo)

You had a fairly distinct upper eyelid crease prior to surgery, though a bit low and with some asymmetry. Post-surgery it appears that your eyelid skin has lost its connection with the underlying muscle, therefore giving you the appearance of multiple creases. As you correctly identified, the incision was placed far too high for your eyelid anatomy. With revision surgery it would be possible to re-establish a single, crisp crease, though it may be difficult to excise the scar from the previous surgery given how high it is. In person evaluation would be the best way to determine exactly how much improvement is possible.
