Hello, I’d suggest ablative removal with Jett Plasma.
Like you’ve said there is unfortunately always risk of scarring ect.
To help avoid this I’d suggest a topical silicone gel like stratamed to ensure a healthy heaving environment.

Hello, hope you are well. The best option would be excision under local anesthesia. Lower eyelid skin heals exceptionally well, and any scar would be inconspicuous. Laser removal is generally not recommended for raised lesions, not to mention the proximity to your eye posing some addition risk.
