No it is not.  All weight loss medications should be discontinued 4-8 weeks prior to surgery. Please discuss with your surgeon as he/she should have a detailed pre-operative instruction sheet for you to follow.

Phentermine, similar to amphetamine, is not safe to take before and should be stopped at minimum one week before surgery. Many doctors recommend stopping two weeks before anesthesia and surgery. Phentermine can have serious effects when combined with anesthesia, general or local with sedation.
