Hello, it is difficult to make a diagnosis without seeing you but these areas can likely be treated with in-office fat removal under local anesthesia. Regarding the acne scarring - Ultimately, your best bet for improving the acne scarring are skin resurfacing procedures such as laser treatments or chemical peels. Bellafil is an injectable treatment that can make the scars less visible. 
Regarding the fat transfer - 70% or more of the fat may atrophy during the first year after the procedure. If this time has already elapsed and undesirable fat is till present, options for addressing this are limited. Steroid injections are of limited effectivity but could be attempted. Otherwise, direct excision of the fat would be necessary, which is challenging in this area of the face. If this was to be performed,  perhaps through a facelift incision, scar banding underneath the skin could be broken up at that time. 
It is difficult to comment on your case with photos alone. I recommend consulting with a board certified plastic or facial plastic surgeon.
