Question

I've always been self-conscious of how my belly button looks, with its skin that sticks out around it. What would cause this? It's definitely not a hernia. And can it be easily turned into a normal innie? Thanks.

must evaluate the anatomy and cause of the condition.

Belly buttons come in all shapes and sizes and there is nothing concerning or wrong with the appearance of your bellybutton.  If you are unhappy with the appearance, arrange a consultation with a fully qualified plastic surgeon to discuss an umbilicoplasty - you appear to be an ideal candidate if you wish to change the appearance of your bellybutton.
