2 BBLs in 4 months, still no bubble! Will I need a 3rd from a doctor who understand the concept of a bubble butt?

I understand your concern. However, without a proper assessment, it would be difficult to determine what is wrong. It is best that you visit your plastic surgeon for further assessment or ask for a second opinion. Only after a thorough examination, you can get proper recommendations and advice.

Having the BBL done a third time is an option as long as the patient has enough fat to be transferred.  You will usually need at least 3 months before getting a revision.  The revision implies that there is less fat than the first time, and scar tissue will make the surgery much more difficult on the surgeon.  The percentage of fat survival in the BBL the third time should be about the same. Alot depends upon the skill of the PS and your anatomy. Without photos it's difficult to comment specifically.

What you want may or may not be possible.  You have to remember that every patient is different.  You have a different bone structure different frame.  Your skin is different.  Your skin will stretch to a certain amount and that it will stop stretching.  At that point if you keep adding fat you wind up with a complication and possible fat necrosis.  This can your buttocks may not stretch anymore  and this may be the look you're able to have.I think a lot of people have one idea of beautiful in their head and keep chasing that look when there are millions of ways to be beautiful, not just one look.  Make sure your being objective in your evaluation of yourself.  If you saw someone walking on the street that looks just like you and you think they look good then you probably look good too.  If you keep this up you will get a complication and your results will probably look worse than they look now.  Do not throw the baby out with the bathwater.
