Is it normal to have fat pocket forming under your bum after a BBL? (Photo)

Hi, I’ve had 1 round of BBL and another round of lipo. My main focus was under my bum I formed a fat pocket and it was ruining my overall shape of my bum. It was even showing under my tight dresses and trousers. I got a round of lipo a year after my BBL to correct it and it looks better but still not gone. Is this normal? The pic is after my second round of lipo and it still seems very prominent.
