If you have good skin quality and a small amount of fat then liposuction is a very good choice.  Another less invasive option which works well in small cases is Kybella.  Cost would depend on the experience and location of your physician.

Without posting photos of your inner thighs my over the RS internet guess is a range from $3,000 to $5,000. Might even be able to do under local anesthesia with mild sedation.
