What is the best approach to penis filler in a case like mine? (Photos)

I am interested in penile girth enhancement with filler but have an issue with 1.5in of my penis is hidden by my mons in both the flacid and erect state (see attached flacid pics). Can filler be done around the base of the penis while pushing the mons back (like I am in the pic)? Or will filler just be added to the visible flacid length? Can filler help reveal more of the hidden penis? I am uncircumsized with an inflatable penile implant, have had pubic/mons lipo and fully recovered no swelling.
