This may be very difficult condition to treat, in particular if it shows in such a young age. Chemical peel and , in some cases, injection of stem cells (fat nano grafts) may be of help. Good luck.

Thank you for posting your photos with your interesting question. This is most likely hereditary and appears that you have deep-set eyes and in certain lighting, shadowing occurs. At 24 years old, I would recommend lower eyelid filler such as Restylane or Belotero which lasts up to 1 year and can be done in a short office visit. This is NOT a beginner filler injection technique. I recommend that you have a consultation with a Board Certified Plastic Surgeon who is experienced and confident with under-eye filler injections. you can try Retinoids and Hydroquinone as non-invasive treatment. You can willing to go for minimal invasive procedure, HA fillers or Fat graft might be the ideal option for you.

1. It does not appear that you have significant volume loss . If you did I would address that first with filler.
