Thank you for sharing your question. Have the blepharoplasty performed before the tattoo is placed. The eyelid shape and skin might be different after surgery. If the tattoo is placed prior to eyelid surgery, it can be pulled and moved by the surgery. Good luck,

You can but probably best to have blepharoplasty first and then have eyelid tattoo. That is if you will blepharoplasty in next few years.
I would wait till after you have eyelid surgery. The surgery will change the position of the upper lid and can distort the appearance. Make sure you see a board certified plastic surgeon
Permanent makeup should be done after upper eyelid blepharoplasty since there is a possibility of changes after the eyelids are pulled.
Consider a conservative line. You can always add make up to strengthen the appearance of the line. Over time the tattoo will fade and need to be reinforced. No this will should have no bearing on your eyelid surgery provided you do not have eyelash ptosis. If the lashes are ptotic, this should be corrected prior to the tattoo to put the platform skin on tension. This eliminated loose skin just above the eyelashes and allows for a cleaner tattoo application.
It would certainly not be a problem to have both of these procedures done at the same time or close in time. I would probably suggest that you do the blepharoplasty first to avoid the possibility of distorting the eyeliner laterally.
If you are doing the tattoo as the eyeliner then that is not problem. Be careful that as they finish the line laterally that they don't sweep up too much toward the brow. If it does there is a chance that the surgery will move the line further up or it will even be excised with the skin.
There would be several factors involved in deciding whether you could tattoo your upper eyelids before a blepharoplasty procedure. The exact location of the tattoo on your upper eyelids would be important to know as well as the timing of the tattoo in relation to the surgery. I would assume that you are having the tattoo as permanent eyeliner, but this may not be the case. It would be best to discuss your question with your particular surgeon in order to reach a decision.
