Plus they are asymmetrical. I don't want to get lips like Kylie Jenner. I just want normal sized lips (I'll add a photoshopped version of my lips as an example of how I want them). I don't want hyaluronic acid fillers for various reasons. My Q's: 1) What are the chances of the fat in my lips dissolving unevenly? 2) Would my lips look saggy because fat is heavy? 3) how much bigger/smaller would my lips get I put on or lost weight? 4) would I get the duck lips look as with the hyaluronic fillers?

Lip fillers are used to achieve a plump look on the lips. As long as they look natural and not overdone there is no limit. Consult with your doctor to know more.
For diagnosis and treatment of any skin problem, no doubt you should see a dermatologist in person. That said, this is almost certainly a benign vascular growth, either a venous lake or capillary hemangioma. Your dermatologist can easily & safely laser that with 1-2 treatments.
Lip lift will give you shorter philtrum. fillers can give the illusion if injected properly. I would use daily hydration and plumping (see emeragecosmetics lip essentials kit). everyone can do a little filler when done well really gives nice hydration and plumping. Best, Dr. Emer.
