I am relatively low in body fat. I workout everyday and eat healthy. I lift weights. If I pull the tissue from my lower butt up, the fat and shape are perfect. Can I get just a lift without fat transfer or an implant and have the incision above my butt/ lower back like a belt Lipectomy without the 360 degree incision? I just want the skin lifted. I’m 37. I’ve never lost or gained more than 10 pounds above or below what I am now. I don’t do drugs and have never been pregnant.

Congratulations on your weight loss. Unfortunately I don't think there is anything you can do surgically or non-surgically to resolve the laxity. Working out in the gym while wonderful to do won't fix it either because it is not possible to hypertrophy muscles enough to take up this lax skin.
In order for a fat transfer to be successful, the fat needs to be drafted using good technique into healthy tissue with a good blood supply.The tissue the fat is grafted into is the host tissue supporting the grafted fat until it establishes a new blood supply. There is no yes or no answer to...
I generally do not recommend having fat removal below the buttocks on the upper thigh.
It doesn’t usually fix the problem and creates new issues.
If we’re moving fat created the problem than the solution would be restoring the fat with multiple sessions of transfer.
