25 year old South Asian female. Why is the skin "swollen" looking along my upper lash line? What can address this? (Photos)

I'm a 25 year old South Asian female. I always have the upper eyelid skin right along my upper lash line looking very swollen. Whenever I put on eyeliner, this especially emphasizes my swollen-looking lash line skin. What can address this?
