It kind of looks like you might still have fat in your eyes... did they do anything to the fat in your first lower bleph? I would check that first. Second, if you can't do filler, then the other option would be to do fat grafting to add volume back.

If you already had skin discoloration with steroid injecitons, then I don't htink it would be a good idea to continue them. You would probably be best served with a z-plasty or some kind of revision to cut/release the webbing.
