Nurse said I can't have filler because I have naturally smooth lips so it could migrate, but my lips are small. Is she right?

I had a half a cc of Kysse 6 months and I only want another half a CC. I don't think they look overfilled. Do some people just have lips that don't accept filler? She pointed to my top lip as comes forward a bit.
