Lift lower eyelid w/ filler and get rid off a bit of upper eyelid

Thank you for uploading the photos. An upper eyelid blepharoplasty can improve that lateral hooding you highlight. As far as the lateral canthus goes, that is not adjustable with fillers, but a positive canthal tilt can be achieved through canthopexy during the upper blepharoplasty procedure.

Your eyebrows are below the level of the orbital rim. You would benefit from a browlift to correct this. At the same time, an upper and lower blepharoplasty can be done.

I suggest trying to not reinvent the wheel.
Consider having a few in person, consultations with senior experienced or certified plastic surgeons, facial plastic surgeons, or oculoplastic surgeons. Ask him to give you an assessment, and listen to what they tell you they can, or cannot accomplish.
What you describe sounds complicated and unpredictable.
