Can I turn my downturn eyes to upturn eyes? (Photo)

My eyes look very sleepy and droopy and slope downwards. I feel there is a lot of fat in my eyelid. i find myself lifting my eyebrow to make it seem less droopy. Is it possible to lower the inner corner of my bottom eyelid? also would like to point out when i close my eyes the inner corner is higher than the outer corner (in pic with closed eyes). Last pics are ideal eye pics.
