I am 16, and since I was a child I've had these sunken in lower eyelids. They aren't even very dark but they have this sunken in half-moon indentation and I'm really insecure about it because It makes me look tired and like a zombie. Makeup doesn't cover it and it's really noticeable when I smile. Could a plastic surgeon do anything for it or am i too young to get anything done?

Please do not look at yourself for at least a week after blepharoplasty. You have typical swelling at this point. Ectropion is when the lower lid is pulled down. Yours is just swollen.
I suspect what you think is a festoon is not a festoon. You probably just describing an under eye circle. If you want a more precise answer, consider uploading pictures but please do ask your parents for permission first.
